During a conference call, a request was made to be able to see the most recent Strategic Framework for the PIPE. Attached are the 2006 Framework document and the supporting appendices and the current field protocol. The Coordinated Framework document was updated in 2006 by me and reviewed by the USDA interagency committee on soybean rust. This was used to respond the Government Accountability Organization (GAO) audit queries and (presumably) has been looked at by the Congressional committee that called for the audit. The original framework document was spearheaded by Matt Royer and Coanne O’Hern in 2003(?), and had significant vetting throughout the community. This Framework has evolved substantially each year, and the current version is quite different even from the 2005 version. It will have to evolve again in 2007 to reflect the role of this steering committee and any protocol changes that might occur.
